The Impact of the Government Shut Down on BCACHA

Update on Federal Funding and BCACHA Operations

Updated November 24, 2025

The federal government has now reopened under a temporary funding measure that keeps HUD operating through January 30, 2026. With this short-term budget in place, our programs, including the Housing Choice Voucher Program, continue to operate normally, and HAP payments are being issued as scheduled.

Our office remains open with full staffing and all day-to-day services are continuing.

While the shutdown has ended, long-term federal funding has not yet been finalized. Congress is still debating HUD’s budget for the remainder of the fiscal year, and future program impacts will depend on what is ultimately passed.

We will continue posting updates here as new information becomes available. If you have questions, please contact the staff you normally work with, or reach out to:

Jillian Patterson, Deputy Director – jpatterson@bcacha.org, 208-287-1051

October 3, 2025

As you are aware, Congress did not approve a federal budget before the start of the new federal fiscal year (October 1, 2025), resulting in a federal government shutdown.

The majority of our funding comes from the federal government via the U.S. Department of Housing and Urban Development so the shutdown affects our work in a growing way, the longer the shutdown lasts.  We will continue to provide updates here, so continue to check back for new information.

HUD confirmed that funding for the Housing Choice Voucher Program will be obligated for November and December.  Our office is open and our full staff is working.  So please be assured that we are available to respond to your program needs and questions.

As time goes on, should the shutdown continue, we will begin to see impacts on our programs.  As new information becomes available we will be diligent in posting status changes and will work hard to respond to questions and concerns as promptly and comprehensively as possible.  Please continue to reach out to the staff you regularly work with on day to day questions and to our Executive Director Deanna Watson (dwatson@bcacha.org or 208-287-1054) or Deputy Director Jillian Patterson (jpatterson@bcacha.org or 208-287-1051) for broader program concerns or inquiries.
